Rangling about the most proper disability question in census form is stretched 
beyond limit, in my opinion.
Enumerators, who are usually local teachers do not have sufficient expertise or 
time or motivation to properly record the categories being contemplated in the 
question.
Categories should be suitably confined to basic three and mental retardation, 
without including enigmatic category of mentally ill.
It is difficult to get data about it, and even our law after recognizing it, 
does pretty little for it. In fact, it is a condition requiring differing 
responses from law or policy than disability.
I don't know why some NGOs are  bent upon pressing for it to utter neglect of 
other disabilities. In my opinion, physical and sensory disability require 
different response on one hand, and mental disabilities require altogether 
different response. We are bungling them together.

Further, apart from categories, some easy to gather data like independent 
living etc. may give more accurate picture of disability.
Besides, we in India, need not complicate disability by including hidden 
disabilities like cardiac conditions, alcoholism which are included in some 
advanced nations.
Disability should always be measured by relatively permanent practical effects 
requiring some differential treatment to alleviate them as a policy response 
rather than some conditions impairing functioning temporarily requiring medical 
treatment or so.
