You don't need any additional software. Android and IOS has inbuilt screen reading software. You just need to activate it. According to me any Samsung handset with 4.4.4 android version or above is quite good. I'm using Samsung Core Prime which I bought for 8000 one year back. Now it should not cost more than 6500. Of course Iphone is best in term of accessibility. But its bit expensive.
