Dear Ganesh,
Kindly understand the reason here. There are PDF files that you receive, One
could have created / saved, a document as PDF that is accessible directly by
screen reader. But the PDF that is created from scanned documents the screen
reader won't read it directly, you will have to perform an OCR on the PDF file.
For which there are commercial soft wares available.
