This is a very good initiative taken by you and will help all the blinds in 
future.

I would like to add something more in this draft.
Concession must be given in Rajdhani Shatabdi and Jan Shatabdi trains which 
is not given by railway.
Lower births can be reserved for VH persons  as they are reserved for senior 
citizens and women.  Hope , my suggestions will find appropriate space in 
your draft?

National Consultation held in Chennai last month on the issues with 
Railways

*Demands*

1.  Increase the number of Reserved compartments to at least 1 
reserved

(72 seater) and 1 unreserved coaches
2.  They should not take away the existing benefits
3.  Budgetary allocations should be made.
4.  Make concessions mandatory for e-ticket booking also.
5.  Provide concession to the disabled person without an escort
6.  Ramps at all stations
7.  Accessible toilets in Trains and Railway stations
8.  Make e booking more accessible for the disabled people
9.  Need to have a Disability enquiry booth
10. Make sign language information possible for the hearing impaired
on display screens
11. The Disabled coach needs to be nearer to the platform entry
12. Separate Rest room with accessible toilet and medical facilities
13. Consult the stake holders before the budget session
14. Ensure safety of women with disability
15. Formulate a committee consisting of stake holders to review and
implement the universal design model.

railway network
2.  Involve political participation from state level by approaching
chief ministers of the  states / state MPs of both ruling and opposition
parties
3.  Take the agenda to the central minister for Railways

5.  To conduct awareness camps for political representatives
6.  To take to streets if the demand is not implemented by the 
Railways

7.  Implementation of Specific designs for toilets
8.  To ensure that representatives from the sector are elected to the
legislative bodies at  various levels.
9.  Focus on larger issue of the universal accessibility rather than
limited accessibility

Why are these not reported to the newspapers? Pl remember that whoever
has lead/assisted these negotiations have the obligation to inform the
public and so must put up a press release. We can't expect the govt to
do this since they may not do such things unless they consider it
important. But we have to do it since this could reach several PWDs.

The concession form says, This form can only be issued to completely blind
person
With this statement we partially sighted people are neglected, there should
be mention of legally blind as per the definition of Bla authority (sorry
for the ignorance, but I guess it should be PWD).
There should be some action against the clerical or any other railway staff
for insulting people with disability by either saying yeh kitni AnGuli
hhai?
I have faced this and by telling him the exact number, I am no more entitled
to get the concession - clear refusal with the statement Andhay bun Nay ka
NaTak mut karo.
But on top of everything, I feel the reservation of coaches / seats should
be 3% of the total and out of that 1% should be for VH. The reserved seats
should not be allotted to any non disabled untill chart preparation and then
it can be for the Wait List candidates.

Hello sir,
In my view, one more point should be added to the demand-list. concession
facility should be provided to all legally blind persons. The present 
concession format mentions that it can be issued to only completely blind 
persons which is not a legal term. the two terms--'completely blind' and 
'100% blind'--do not bear the same meaning.
