you are right sir, the matter difers from person to person. you can not 
blame the entire organisation. even some times we denied check books to our 
sighted customers. it is also be treated case in particular not in general. 
being a bank employee, once at the time of disbursement of my vehicle loan, 
i am to put my thumb impration on the format meant for illitirate depositor. 
i satisfied the ego of that manager and my loan was disbursed within a 
moment. the problem is to be solved practically. you can not apply law each 
and every time.

My personal experience has been very good with the same Bank. My branch is 
in Gandhinagar, Gujarat.


They have issued me everything including cheque book, ATM card, net 
banking and mobile banking.

even though the RBI has made things clear, the bank officials are
looking for any possible loophole. when I applied for a check ook, I
had given them the RBI circular. however I was initialy told that a
person using a thumb impression can't be issued a checkbook. it was
after a lot of argument and struggle, and an intervention from the
principal of my college that the PNB idiots finally gave way.
it is important we take it up on larger platforms, including the
media. in the case brought out through this particular thread, I'ave
talked to some friends in the media already, and I would like to get
some more details on the issue.

such formality which is unwarranted. Inspite of drawing the attention
towards RBIcircular the reply was that the bank has framed internal

 NAB is trying to contact higher authorities in this behalf.

Yes, I admit RBI instructions have a symbolic value largely.
Even if they are blatantly flouted, there is hardly anything central bank 
of the country does, more so for an instruction targeted at marginalized 
group like VI.

So, it is high time we switch into agitation mode.
We can, for now, try to have many provisions incorporated into new law.
That also is not going to solve all problems, for any law just lays down 
the outline at best, detail modalities again fall upon internal 
regulations, which if not in conformity with statute have to be quashed 
down by courts of law.

So, it is a vicious circle, you know.

would RTI be of some help? the PNB people, when my check book struggle
was going on, often talked about their guideline. when I'd asked
access to it, they didn't give me any clear answer. since we have a
few among our ranks working in the banking sector, may be we can get a
better idea on this. do the banks, and particularly the PNB have got a
guideline on dealing with the disabled customer? is it available in
the public domine? if not, can we access using RTI?

be asked in issuing ATM crds? Could you explain what is the mindset of a
banker when he deliberately blocks a facility that would make a persons'
life easy?

Yes, I admit RBI instructions have a symbolic value largely.
Even if they are blatantly flouted, there is hardly anything central bank of 
the country does, more so for an instruction targeted at marginalized group 
like VI.
So, it is high time we switch into agitation mode.
We can, for now, try to have many provisions incorporated into new law.
That also is not going to solve all problems, for any law just lays down the 
outline at best, detail modalities again fall upon internal regulations, which 
if not in conformity with statute have to be quashed down by courts of law.
So, it is a vicious circle, you know.

looking for any possible loophole. when I applied for a check ook, I
had given them the RBI circular. however I was initialy told that a
person using a thumb impression can't be issued a checkbook. it was
after a lot of argument and struggle, and an intervention from the
principal of my college that the PNB idiots finally gave way.
it is important we take it up on larger platforms, including the
media. in the case brought out through this particular thread, I'ave
talked to some friends in the media already, and I would like to get
some more details on the issue.

would RTI be of some help? the PNB people, when my check book struggle
was going on, often talked about their guideline. when I'd asked
access to it, they didn't give me any clear answer. since we have a
few among our ranks working in the banking sector, may be we can get a
better idea on this. do the banks, and particularly the PNB have got a
guideline on dealing with the disabled customer? is it available in
the public domine? if not, can we access using RTI?

PNB has a horrible record in such matters, but this time around, they
have really gone absolutely mad.
I, after a lot of struggle, got my ATM card from PNB, although I had
to give an undertaking owning up all responsibilities in case of
misuse, there was no NOC from the parents.

The simple procedure should be to take a written note from the
officials of any bank  proving denial of such applications. And even
if it  is not possible, then the Bank's gbranch name, staff/officer
name can be noted down.
Further, the matter can be forwarded to the RBI's  Ombudsmen  cell.
My experience suggests that  they deal with such issue very seriously.
