This may not be the answer you are looking for, but if you really cannot do it with the Windows 10 Video editing App, then try using Camtasia Studio. It is quite accessible. I used Version 8.4.4. I have not done transitions myself since I can't really varify without sighted help how they look when applied, but editing with screen-reader is possible. You can't move play-head to specific time manually but you can move the play head by playing and pausing the audio, then placing your editing start or end marker there. I can tell you that Total Recorder has worked well for allowing me to edit video files containing audio, except that you cannot make very accurate edits because you can only place start and end markers at key frames which are a little far apart from each other. If you don't need very precise editing working with video then Total Recorder is very accessible. This limitation does not exist with audio because there is no key frames problem with audio alone in Total Recorder.
