Oidgen.exe is part of the Windows 2000 Resource Kit.  Some of the tools associated 
with the Resource Kit are available for for free download:

Unfortunately, oidgen.exe is not one of them.  It looks like you will need to buy the 
Resource Kit.

I know now why domainwide configurations didn´t aply on clientmachines,
because 
i still use Proxyclient 2.0 on those clients . Since i deinstalled the
proxyclient, all the installations worked properly!

Before you do that registry wipe, it might be easier to just wipe out
the user profile and then login again.  I haven't tried it but it should
work correctly.

And it is easier then messing with the registry.

loged out and logged back in. I current have 2 users on this machine one
is the administrator and one is the test account. I've corrected the
mistake in the default domain policy but the users on the machine don't
seem to have had the change effect them yet. Is there anyways to get
these changes to update to the current users?

Just give another account local\administrator or domain admins, login to
the box as the 2nd account and you can remove the administrators profile. It
will just regenerate from the default user once you log back in as
administrator.

I did some additional checking and found the answer for this if anyone is interested.  

In AD Sites and Services, under the NTDS Settings for the servers, there is a Query 
Policy.  It can be set to nul or Default Query Policy.  Removing the Default Query 
Policy allows saving the Default Domain Policy.

I'm confused.  What exactly is the Default Query Policy in NTDS settings actually 
used for?  The only information I can find (Resource Kit) has to do with LDAP.

Query policies are objects that contain attributes that control the behavior
of AD. They are of class queryPolicy and are normally contained in the
CN=Query-Policies,CN=Directory Service,CN=Windows
NT,CN=Services,CN=Configuration,DC=mydomain container. The lDAPAdminLimits
attribute contains a name-value pair that specifies a particular parameter,
for instance MaxResultSetSize=262144 indicates that AD will return at most
262144 entries as the result of a single search operation. You can create
other query policy objects and associate specific DCs with them by modifying
the queryPolicyObject attribute of the nTDSDSA object for the DC to refer to
the specific query policy object.

Query policies have nothing to do with group policies.

I've been having issues with our Default Domain Policy being out of sync.

While checking some values and attempting to change one, I received the
following:

Security Templates

sysvol\domain
name\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\Machine\Microsoft\Wind
ows
NT\SecEdit\GptTmpl.inf

Can anyone help me with this error message?
