I don't know about a group policy setting, but the prompt can be disabled.

I subscribed to the Exchange and Outlook Admin mag for a couple years. 
My employer was paying for it and I found it well worth their money. I 
don't subscribe to it any more, but found it to have some very 
noteworthy content.
