You need to look around under patches - client. 
The utilities are updated whenever the format of the JBB database changes.
The latest one that I'm aware of is at:
ftp://public.dhe.ibm.com//storage/tivoli-storage-management/patches/client/v6r1/Windows/unsupportedjbbutilities

Re: Move TSM Database onto new location

Simply copying files is neither recommended nor supported.
The correct way to do the migration is from the TSM admin program:
1. Define new db volumes
2. Delete old db volumes
TSM will automatically move all data across from the old volumes to the 
new ones before deleting the old ones.


(After the process completes, you have to manually delete the old files 
from your filesystem - TSM will only delete them from the TSM configuration)
