If you mean that he checked in the tapes as "status=private", you can make
them scratches by doing a "upd libv lib_name volume status=scratch".

There may be a quicker way, but that's what I would do - relabel them.
Doesn't take long.

Yes first delete them (if there are empty) and then update them with the
command: upd libvol vol . Stat=scratch
