1. check you date/time
2. start sthe server directely
su - root
cd /usr/tivoli/tsm/server/bin
./dsmserv

-> this will give you a direct access to the server cmd line

Following the upgrade of our server to TSM 5.3, it is not coming up,
complaining that all sessions, including administrative, are disabled.
