Your firewall might have to be configured to allow outgoing traffic from
the Microsoft Management Console (mmc.exe) to the SMTP server.

Have you tried sending a test message to yourself via the MMC operational
reporting email configuration tool?

Also have a look at IBM article 1197619. It might help.

what should i be opening up in firewall??? SMTP port 25?? but why would my

i can reach my exchange server using MS Outlook and all the connection things 
like
Ping by name and IP from this server, its just this TOR that can't find SMTP 
Server.

Open a DOS window.
Enter:
nslookup
> set type=MX
> super.net.pk
 
You should see something like:
 
Server:  xxx.yyy.com
Address:  111.222.222.001
Non-authoritative answer:
yyy.com  MX preference = 10, mail exchanger = mail.yyy.com
yyy.com  MX preference = 20, mail exchanger = mail2.yyy.com
mail.yyy.com   internet address = 111.222.222.010
mail2.yyy.com  internet address = 111.222.222.011
 
The names and addresses should match your environment.
