qmgr0.dat and qmgr1.dat in use

Anyone familiar with what this file is?  Can it be safely excluded from
backup?  (Windows 2000 SP3)

Had the same issues and my MCSE checked into it.

They are related to 'Microsoft's Automatic Update' and I have added them
to my global exclude list.

Yes, they come in with SP3.
