Please find my responses inline: 

   1. Is this an expected behavior for test accounts? (Is it possible in 
   test account this fields not appear in response?)
   The attributes that you mentioned are the suggested/estimated bids for 
   the criteria to get your ad on the first page/top of a page/first position. 
   This will give you a greater insight with which to plan your bidding 
   strategy. Once you add the keyword/criteria, you should be able to see the 
   values for these attributes if they are available. I can see that the 
   specific criterion in your AdGroup does not have any values in the web 
   interface as well. The keyword itself has low search volume which could be 
   the reason that there isn't a suggested bid for these positions.
   2. Is it possible to have the same behavior in a normal account (not 
   test account)?
   It depends on the criteria itself and not the type of account 
   (test/production). 
   3. How this cpc bids are estimated?
   These are calculated based on each keyword's Quality Score 
    and competition from 
   other advertisers. You can read more about that in this 
    guide.
   4. Does the api work equals for new keywords - without impressions- and 
   old keywords in account?
   If the selected criteria has a value for the estimated bids, that will 
   be displayed on the UI and be available via the API.

Can I fetch campaign performance report in Apps Script

Hi,
 I am trying to fetch campaign performance report in my Spreadsheet 
Apps Script. My intention is it populate the report to my spreadsheet.
I am trying out the example given in 
https://developers.google.com/adwords/scripts/docs/examples/apps-scripts-execution
 
& 
https://developers.google.com/adwords/scripts/docs/examples/oauth20-library

Though i am giving the CLIENT_ID ,CLIENT_SECRET ,REFRESH_TOKEN  correctly 
,I am not able to fetch the report. It always asks for review permissions, 
and do nothing after I give login credentials.
Am I doing something wrong?
Please help.

I'm afraid, it is not possible to view changes specifically made from the 
AdWords UI and the API, using the AdWords API. The CustomerSyncService 

 can 
be used to retrieve the changed entities for a customer account or a 
campaign based on the given date range as long as it is within the last 90 
days. We currently do not have a report type 
 that 
downloads the change history data. However, you could perform the 
CustomerSyncService.get() 

 which 
returns all the changed entities in a customer account and this does not 
categorize between the UI and API separately. This said, I will share your 
interest with the rest of the team. Please keep an eye out on our blog 
 for any 
new announcements.

Error in get firstPageCpc, topOfPageCpc and firstPositionCpc in AdGroupCriterionService

When I try get one of this fields (*firstPageCpc*, *topOfPageCpc* or 
*firstPositionCpc*) in *AdGroupCriterionService* in an *Test Account*, I 
don't get this fields in response:

Re: Duplicate Labels

Hello,

We are also facing the same issue when we try to create label from API it 
is throwing error LabelError.DUPLICATE_NAME  and we can not see the label 
with same name in  AdWords web interface,Adwords editor neither we can 
fetch label with that name from AdWords scripts I have come across this 
problem on 2 accounts so far, can you please look into it ASAP?

Hi Michael,

Regarding the access levels such as "read-only" access for AdWords 
accounts, I'm afraid that this is currently not possible via the AdWods 
API. This is done via the AdWords UI using email addresses and you may 
refer to this guide  as 
to how.

In the AdWords API perspective, allowing access is granted to manager 
accounts in order for them to be able to manage client accounts by linking 
them into its hierarchy. For more information regarding this, you may refer 
to our managing accounts 
 
guide.

Operations operator required problem [error handling]

Hello,
I've a problem when trying to create ads.

At the moment, I remove all ads that conflicts with a policy issue etc.

After that, I try to create an mutate with the operations that is left (the 
ads with problems have I removed like mentioned in this 
article:

I've copy pasted the code from that page, but when the script tries to run 
the mutate function again, I get this error:

What does that mean and how can I do, so it disappears?

Invite client accounts for read-only access

We are creating a reporting tool for adwords accounts.  I have code that 
creates an invitation to a prospective client to allow access.  They can 
than accept it in their adwords account and we display campaign and adgroup 
metrics and segments.

This all works, but two things remain a mystery after a lot of searching:

We only need and want to display performance reports and are not "managing" 
the accounts.  I gather that is "read-only" access.  But there seems to be 
no way to request read-only.  When the client goes to accept the 
invitation, they see warnings saying that we will be able to alter their 
accounts on many ways.

Separately, I have seen third-party tools like ours that seems to be able 
to launch a window that allows the prospective clients to enter their 
credentials and grant access immediately.  But I see nothing in the API

Account Suspension

Hi dear
   
  Actually a day before yesterday, i created a campaign with 
the help of Google Marketing Manager and she said Google AdWords Generated 
an activation email and you will receive with in 24 hours but yesterday my 
account has been suspended due to suspicious behavior in payment activity 
but the thing is account is not active properly so please help me what can 
i don at this time.
