been closed. That's why API Center feature not available. How can I 
generate developer token?

In production Manager Account I got issue Developer_Token_Is_Not_Approved

For more information on the reporting feature of the Google Ads API, I would 
recommend that you refer to this guide. You may note as well that API reports 
specialize and provide statistics on different entities (see here the list of 
different supported reports) and return results based on the aggregation for 
that entity. Results would also depend on the metrics and segments fields that 
you use.

That being said, could you confirm at which level (ex. customer, campaign, 
keyword, etc) you wish to retrieve statistics from? In addition, to better 
understand what you meant by "not aggregated rows" and "I need all rows", could 
you provide to our team the current GAQL your are using and also what form of 
records do you expect to retrieve?

Upon checking, it seems that filtering on applied_labels is not possible. You 
can refer here for our guide on retrieving labels applied to a customer. Since 
filtering via API is not supported, you can do post-processing on your end once 
you've retrieved the list of applied_labels from the API.
