A quick update on this, the account I was using has been registered as 
client account previously, for this reason I could not use it as manager 
account.
I tried to register a totally new account as account manager and it worked,

thanks for helping me, I created the manager account following the link you 
suggested, I've also been careful to click on *Start Now *
on https://adwords.google.com/home/tools/manager-accounts/ 
I'm pretty sure what I created is a manager account, is there any way I can 
double check that?

Hi,

I'm having the same issue, I've tried the steps you suggested, but it seems 
the account I'm using *is not* a test account, but still, I cannot see from 
the menu AdWords API Center ( neither new interface nor old one).

Any suggestions?

Cannot find AdWords API Center

Hi All,

I was trying to get a Developer Token but I cannot find the link to Adwords 
API Center neither using the new interface nor the old one.

I tried to switch from new to old interface, but still there is no link to 
Adwords API Center, I've also checked for banner saying "test account" but 
I couldn't find any.

Any help would be great, thanks!
