How to link adwords gmail campaign with user list in web

I created gmail campaign through web adwords. And i uploaded cm userlist 
through interface but it is not linked to that campaign because I am 
getting "isEligibleForDisplay" as false.How that "isEligibleForDisplay" 
turns into true?.It takes different times for different user lists.That 
time depends on which factor.Can somebody clarify this confusion.

Cannot target Gmail campaings with Custom Audience(Email and Mobile)

Hello Adwords,

Before 2 weeks I created custom audience with email and mobile. I used 
those lists to target display(Gmail/Youtube) campaigns.

But now if I create custom audience list with email and mobile, I cannot 
target campaigns with those list.

how can i update video campaign adgroups status through google-api?

Hi all,

I know that video campaigns, adgroups operations are not supported through 
google-api. But is there any scope for adgroup operations possible through 
google-api like status updation as pause,enable?
