I've gotten a couple of other reports from people on this. We're actively
working on a solution. Thanks for writing this out so clearly! It made it
easy to flag that I've seen this before. I'll post back here when we've
made more progress on finding the source of the issue.

I've seen this on DSA campaigns (maybe a DSA bug).
Adwords Account ID (client customer ID): 5845103608
Fetching this report through the API:

'reportName': 'Custom CAMPAIGN_PERFORMANCE_REPORT',
'reportType': 'CAMPAIGN_PERFORMANCE_REPORT',
'selector': {'dateRange': {'max': '20170413', 'min': '20170411'},
'fields': ['Date', 'CampaignId', 'BounceRate'],
'predicates': []}}
Excerpt of the received CSV:
