Yes, unfortunately, not all video fields were added to the Campaign 
Location Target Report. The new fields added to the report can be found here

Using api version 201601 I see video_views now 
in CAMPAIGN_LOCATION_TARGET_REPORT, but no XX_percent_viewed metrics. Is 
that true?

Hi,

Yes, that is correct. There are currently no video related fields in the 
Campaign Location Target Report.
