I wasn't able to reproduce this issue but if it happens, it sounds like a
bug. Can you please provide more details on how do you create these groups?
Is it one or multiple requests? MJS?
Also, can you please provide an example customer ID and campaign ID with
two equally named groups?

We've been getting DUPLICATE_ADGROUP_NAME errors when trying to push ad
groups with the same name in the same campaign. The weird thing is, even if
we get these errors, these ad groups still get published and through to the
AdWords UI and are active. The ad groups have exactly the same name. This
should not happen, right? Is there a bug or something? We are still using
v201209 of the API.
