CPC estimates can be obtained for keywords using
TrafficEstimatorService:

Calls to the traffic estimator service cost 15 API units per keyword.
http://code.google.com/apis/adwords/docs/ratesheet.html
500 keywords * 15 API units/keyword = = 7500 units
API units can be purchased at the rate of $0.25 for 1000 units.
7500 units * $0.25/1000 units = $1.88
