CampaignCriterion (Targeting) is a different entity from Campaign.
Please use CampaginCriterionService to add location targetings like this
examplehttps://github.com/googleads/googleads-java-lib/blob/master/examples/adwords_axis/src/main/java/adwords/axis/v201309/targeting/AddCampaignTargetingCriteria.java
