Our resident expert over here says that you should be able to set it to 0 
to turn off the override. Could you please give that a try? In the

How to clear a targetRoasOverride value?

The "targetRoasOverride" field that has been available since v201705 of the 
AdWords API is described in the API's Bidding Guide 
 as:
