Yes, the data will be relevant to the row, though make sure you understand
the effect of segment fields:

is preveting the display of zero impressions. There is no way for me to
test this report.
Is it safe to assume that each row returned by the report definition
service display the data associated with that row and that the order
matches the field ie
row= AdnetworkType1 = content
row= AdnetworkType1 = search
row= AdnetworkType2 = content
row= AdnetworkType2 = SEARCH_PARTNERS
row= AdnetworkType2 = search
etc?
