Confirmed the specification.
Actually it's the intended behavior. Reports for performance including 
placement performance report are not expected to have zero impression rows. 
To pull the structural data with zero impressions, you can use Criteria 
report for substitution by specifying PLACEMENT as a CriteriaType.

Hi Takeshi,

Any updates on the fix? We are using V201209 in our code to get placements 
with zero impressions. As V201209 has sunset yesterday (22 July 2013) we 
need the fix on V201302 ASAP. Help appreciated.

My apologies for responding here late. 
placement performance report should work as the way managed placement 
performance report works except for the difference of the 
multi-attribution model (placement performance report) and single 
attribution model(managed placement performance report).

We're fixing the issue that prevents zero impression rows in placement 
performance report.

We had to switch back to v201209 to make the placement performance report 
work. The old version works perfectly with same selectors and predicates. 
Can you please tell us if something different needs to be done for

PLACEMENT_PERFORMANCE_REPORT should also return zero impression rows.
I've told it to the relevant engineer.

As for paused adGroups.
PLACEMENT_PERFORMANCE_REPORT currently returns paused adgroups.
Can you please make sure you have paused adgroups?

So does it mean that new PLACEMENT_PERFORMANCE_REPORT will not give data 
for zero impressions and for paused ads/adgroups? 

My PLACEMENT_PERFORMANCE_REPORT stopped working after upgrading to v201302. 
I do not have any performance data and adgroup is also paused. Not able to 
find anything related to this in API migration guide. Please help.

hi,

i found my mistake - the old managed placement report included paused ads 
and ad with 0 impressions. so everything is OK now, Thanks! :)

Performance Reports and Managed Placement Performance Reports?

Ok, but i'm still getting only 164 rows while in the Management current 
report i'm getting 14,000, and not all the managed placements are included 
in the new report.

Performance Report.
