Moving forward, you may see the items below:

I can see that you've encountered the authorizationError : CUSTOMER_NOT_ENABLED 
which means the customer can't be used because it isn't enabled. Kindly note 
that you can't send a request using a canceled customer account. That being 
said, you may check this article as it explains the details on how to 
Reactivate a cancelled Google Ads account.
"upon calling a suspended account the API response returned "Enabled" which is 
not correct" - Could you provide the complete request and response logs with 
request ID and request header generated on your end showing this behavior? 
Also, you may see this article which is about Google Ads account suspensions.


You can provide it via Reply privately to author option. If this option is not 
available, then send it instead on this email address

for the suspended the issue for further investigation  the customer id for 
the suspended account that returned "Enabled" is 378-098-7595 
this account was shown in the Google Ads UI as Suspended , Please find 
attached a photo of Google Ads UI for this account .
