Thank you for reaching out! Yes, you can use the Campaign Location Target 
Report in order to get the target location for each of your campaigns. The id 
field in the Campaign Location Target Report is the location attribute. To look 
up the location codes, you can use LocationCriterionService as mentioned in 
this documentation.

If you are using a test account, please note that the data returned in test 
accounts is dummy data used for testing purposes only. They do not signify any 
real data.
