Hello,

Audience ids (which are found in the Audience Manager page) are globally 
unique. When applying these audiences to a campaign or ad group, it will yield 
a criterion id. Criterion ids are not globally unique, but their pair with 
campaign/ ad group id is. More details on object uniqueness can be found here.
