Does Google Advertising API have a Chinese server? Can other Chinese 
customers access Google Advertising API normally? Is their server in Hong 
Kong or mainland China

this guide on how to set timeouts and handle HTTP errors that your code might 
receive when you use the Google API Client Library for Java.

If the said error still persists, you may provide what specific Google product 
API you are using so that we can identify the correct route for further 
assistance.
