I'm guessing this is related to our earlier discussion

Could you clarify what you mean by "final and landing URLs"? Just to be 
clear, the *trackingUrlTemplate* and *finalUrls* do *not* have to be in the 
same domain, but the *displayUrl* and *finalUrls* *do* have to be in the 
same domain.

The content does *not* have to be *exactly* the same, but it does need to 
be relevant for the ad. For example, if your ad has *displayUrl* with 
domain example.com and is for shoes, but your *trackingUrlTemplate* ultimately 
redirects the user to a *finalUrl* (landing page) on example.com for 
clothing, you may run into policy issues. On the other hand, if your 
*trackingUrlTemplate* redirects the user to page A on example.com or page B 
on example.com, but both pages are relevant for shoes, you'll probably be 
fine.
