I found that in Google Ads API, there this line: "Reach Planner

Ads UI  contains many of the same features." in Reach

is this what I'm looking for, can I get some confirmation about this?

1. What are the Ads/AdWord API(s) for working with Reach Planner (CRUD)

--> Reach Planner is currently not supported in the AdWords API. You may follow 
our blog for any relevant updates on this topic.

2. I'm currently using & restricted to Test account & it require me to "Contact 
your google representative to get access to Reach Planner", & stuck in a loop 
(learn more about reach planner => start using reach planner => back to Google 
Ads UI). How do I circumvent this to use reach planner with a test account?

--> Since this is outside of our scope, you may reach out to the experts via 
Google Ads Help Community or the Google Ads product team via ? icon > Get help 
link in the Google Ads UI on how to contact your google representative to get 
access to Reach Planner.
