Depending on the program being used for transfer does it have a setting to only 
use a percentage of the bandwidth available? Is it the new windows 10 and does 
that have that feature enabled? Since Windows 10 now has a torrent file sharing 
feature to help distribute windows updates I would look towards that as a 
possibility.

youd be faster to drobox it, the upload from the office would be limited by
the dropbox server and you would probably download at almost the full 60

You could download and install dropbox and set up an account, and move the
file all in less time than it would take using the rdp,

also, remember your default.rdp is configured for the connection the first
time you used it, do if you set it to dial up then youre crippled now
