Should be ambient, meaning the gear can handle up to that ambient temp. The
thing I've never been sure of re those numbers (even from us) is if they also
mean gear will power up from a -40 cold start or simply continue to run fine in
-40.

When listing the temp ratings of equipment, is it the ambient air temp or
equipment temp that is listed?
I could see a situation where the air temp is -40 but due to the heat of the
electronics the internal temp is, say -25.
