Technically when it is in standby mode.  Some for PS4.  You can turn both of 
them actually off.  But default is standby mode.

Yes, the XboxOne updates when it is off.  It also continues downloading
games and updates which are in queue.  The games are around 70GB each on
the big releases.

down some bandwidth usage for a customer and the IP addresses are all
