Tracking them is often very very hard. Even then, there are sometimes legal
hurdles depending on the country.

It's not as easy as you'd like it to be, or think it should be.

It's even worse for DDoS attacks, when command and control could be a
burner cell phone in a third world country simply sending a single
encrypted or even obfuscated text string.

Simply put, its easier to pull off attacks than it is to determine the
attackers - and even that could be faked (attacker country of origin).

Maybe the new Congress will redirect USF money to cyber security instead of
telco welfare.  Maybe do something about DDoS botnets while they're at it.

 

What good is cheap broadband if it's dangerous and unreliable because the
bad guys have free reign?  More botnet operators and malware writers need to
go to jail, and more kids who pay for booter sites need to at least crap
their pants when the FBI knocks on their door, maybe a little community
service picking up trash along highways.
