Thanks Chuck, I will forward this to them.

However I think some real world examples of agreements in other towns
(specifically with non-CLEC) will enable things to move faster.  The
more data I can put in front of them to support my cause the better.

If any has such agreements (or know of such agreements) please send along.

I think they do use the term utility or quasi utility but the explicitly say 
access to ducts, poles etc.

during a side walk remodel.  I'd like to get an agreement with them to
use it, ie: free access for the city in exchange for space in the
