Use ARIN's API to pull Netflix/Amazon subnets then add said subnets to a 
firewall address list would be my first angle of attack.

Could also use bgp.he.net's search feature, and add the networks to an
address list(mentioned earlier)

I've done it using greg sowells' qos script and then modified it.
