In line with an article that appeared in the press in Mauritius, Le Defi 
Quotidien dated 05 August 2022, that was a purported reply by Cloud Innovation 
Ltd, that referred extensively to AFRINIC, insinuating unethical practices and 
lack of professionalism on the part of AFRINIC; as well as other information 
published online which are causing grave prejudice to AFRINIC.

[AfrICANN-discuss] AFRINIC Enters IPv4 Exhaustion Phase 1

Dear Colleagues,

On 31st March 2017, AFRINIC has approved a request for IPv4 resources that 
could not be fulfilled from the IPv4 address space available in the AFRINIC 
pool (with the exception of the final /8), triggering Phase 1 of IPv4 
Exhaustion. 

GUIDANCE FOR MEMBERS

AFRINIC Resource Members are kindly requested to familiarise themselves with 
the IPv4 Soft Landing policy as described in Section 5.4 of the Consolidated 
Policy Manual, which can be found here: 

www.afrinic.net/library/policies/1829-afrinic-consolidated-policy-manual. 

In addition to the policy itself, please refer to the following previous 
communiques:

• 16 January 2017, available at

To ensure timely evaluation of all Internet number resource requests, Members 
are requested to ensure that: 

• They are in good standing (all fees are paid up, and RSA duly signed)
• Submit complete IPv4 resource requests, including all information 
needed to verify policy compliance.
• Make arrangements for AFRINIC staff to check online statistics via 
screen sharing or similar methods, at a time between 06:00UTC and 11:30am UTC, 
Monday to Friday (between 10:00 and 15:30 Mauritius time (UTC+4)).
 
CHANGES TO POLICIES IN EXHAUSTION PHASE 1

Now that Exhaustion Phase 1 has begun, the current IPv4 policies continue to 
apply, but certain changes take effect:
 

• The minimum IPv4 allocation for LIRs will be /22, and the 
minimum IPv4 assignment for End User Members will be /24. (section 5.4.3.1).
• The maximum IPv4 allocation/assignment shall be /13 (section 
5.4.3.1).
• No explicit limit on the number of times an organisation may 
request additional IPv4 space (section 5.4.4).
• Allocation/assignment period (planning window) changes from 
12 months to 8 months (section 5.4.5).
• Existing Resource Members are eligible to get additional 
blocks of IPv4 address space if 90% efficient usage of all resources has been 
demonstrated (section 5.4.6.1).
• Use of AFRINIC IPv4 resources outside the AFRINIC service 
region should be solely in support of connectivity back to the AFRINIC region 
(section 5.4.6.2).
• A /12 IPv4 address block will be reserved from the final /8. 
This /12 IPv4 address block shall be preserved by AFRINIC for future uses, as 
yet unforeseen (section 5.4.7).

We invite all individuals wishing to present during AIS’17, which will be held 
from 21 May to 2 June 2017 to submit their presentation abstract. 

To enrich the discussions and share knowledge with the technical community at

Speakers’ Guidelines

• Presentations should be 15 -30 minutes in length, with approximately 10-15 
minutes for Q at the end of each presentation. 
• The maximum time allotted per presentation will not exceed 45 minutes. 
• The presenter(s) will be required to upload their final presentation in PDF 
format, no later than five (5) days prior to the presentation date. 
• Presenters are responsible for producing any handouts if required. There are 
usually approximately 200 delegates in each session. 

Presentations with marketing and/or commercial content will not be considered.

• Design an IPv6 address scheme for their organisations.
• Configure IPv6 on Windows/Mac and Linux desktop operating systems.
• Build a routed IPv6 network using both static routing and OSPFv3.
• Configure tunnelling techniques to allow v6-capable sites talk to 
other v6 sites across a v4-only network.
• Brainstorm solutions to issues holding back IPv6 in their 
organisations.

[AfrICANN-discuss] AFRINIC-25 Fellowship is now Open

Dear Colleagues,

AFRINIC is offering fellowships for the AFRINIC-25 meeting to be held in 
Mauritius, 25 - 30 November 2016. The fellowship is reserved for individuals 
representing small organisations, universities, and media who are actively 
involved in Internet operations and development or ICT policies in their 
countries. The fellow is expected to positively and actively contribute to IP 
address management awareness in the AFRINIC service region.

To qualify for the fellowship, you:

• Should be a resident of Africa;
• Must not necessarily be an AFRINIC member;
• Must not necessarily have a technical background;
• Are willing to help AFRINIC staff onsite;
• Are willing to report on how this fellowship has benefited you/your 
organisation/country.

Upon selection, AFRINIC will notify the selected fellows directly and allow 
them seven (7) days to accept or reject the offer. A public announcement of the 
fellowship awardees will be made after the acceptance by the selected 
candidates.

Please find hereafter the schedule for the fellowship process:

• 03 August 2016: Open Call for fellowship applications
• 28 August 2016: Close of applications 
• 12 September 2016: Notification to selected fellows
• 23 September 2016: Deadline for acceptance by awarded fellow
• 27 September 2016: Final announcement and publication of the 
fellowship list

Cette bourse est réservée aux personnes représentant une petite organisation,

fonctionnement de l'Internet et de son développement, aussi bien que les 
politiques des TIC dans leur propres pays. AFRINIC s'attend à ce que le

At the end of this workshop, participants will be able to:

• Design an IPv6 address scheme for their organisations.
• Configure IPv6 on Windows/Mac and Linux desktop operating systems.
• Build a routed IPv6 network using both static routing and OSPFv3.
• Configure tunnelling techniques to allow v6-capable sites talk to 
other v6 sites across a v4-only network.
• Brainstorm solutions to issues holding back IPv6 in their 
organisations.

As a result of the Elections for Board seats that took place on Thursday 09 
June 2016 during the Annual General Members' Meeting (AGMM) in Gaborone, we are 
pleased to announce the appointment of the following candidates to the AFRINIC 
Board:
 
•  Western Africa:   Sunday Folayan (Nigeria)
•  Northern Africa:   Haitham Z. El Nakhal  (Egypt)
•  Non geographical: Seun Ojedeji (Nigeria)
 
The new Board members will serve for a term of three years from 1 July 2016 to 
30 June 2019. We congratulate the new Board Members and wish them success in 
their new roles.

Additionally, election was held on Wednesday 08 June for one PDWG co-chair 
position, and Sami Salih from Sudan was re-elected to serve an additional 2 
year term (until June 2018). During the same Policy Development Working Group 
meeting, Seun Ojedeji resigned and Dewole Ajao was appointed to complete the 
remainder of Seun Ojedeji's term as PDWG co-chair (until June 2017).


An election to elect the AFRINIC region representative to the ASO-AC / NRO-NC 
was also held on Thursday 09 June and Omo Oaiya was elected to serve a 3 year 
term from January 2017 to December 2019, replacing Fiona Asonga whose term will 
be ending at the end of 2016.


We would like to thank all the candidates who stood for the various positions, 
as well as all the outgoing individuals. Their interest to serve the community 
is highly appreciated.

PDWG co-chairs are volunteers selected by the community as provided for in the

preparation for face to face meetings.
• Chairing the meeting sessions and declaring consensus.
• Creating post-meeting policy report and posting to the mailing list.
• Sending notifications of Last Call and evaluating consensus or not 
thereof.
• Writing report to the board to recommend ratification of policy 
proposals that gained consensus.
• Evaluating emergencies that necessitate varying the normal policy 
development process.

Dear Colleagues,

AFRINIC CEO Alan Barrett today welcomes the launch of a new Internet Exchange 
Point (IXP) in Madagascar.

Mr. Barrett is attending Network Information Center Madagascar's (NIC-MG) 
"Journée de l'lnternet" ('Day of the Internet') to celebrate the launch of the 
IXP. The IXP, located in the Madagascan capital of Antananarivo, has been 
supported by the Internet Society and the African Union's AXIS project.

"This is another step forward for the African Internet," said Mr. Barrett. "The 
increase in the number of IXPs throughout our region is imperative to support 
an open, stable, and resilient Internet in Africa. Not only do IXPs help to 
decrease latency by keeping Africa's Internet traffic local to the region, they 
also help to reduce connectivity costs, which opens up access to many more 
people. This in turn helps to improve local content offerings and boosts both 
existing and new businesses, contributing to economic growth.”

AFRINIC also plays a leading role in capacity building and provides education, 
training to promote IPv6 deployment and support for infrastructure development 
throughout Africa and the Indian Ocean. A large part of these capacity building 
efforts involves collaborating with organisations - including the Internet 
Society, the African Union and local network operators - to support the set-up 
and deployment of IXPs throughout Africa and the Indian Ocean region.

Initiated in 2009 under the instigation of Dr. Narku Nii Quaynor, inspired by

the development of Internetworking Services and Infrastructure in Africa and

Internet Number Resources Management Fundamentals - 1 Day

Course Deliverables

At the end of this workshop, participants will be able to:

• Describe the issues surrounding IPv4 depletion and the risks they 
pose for the continued evolution of the Internet.
• Make a good case for why NAT is bad and not a sustainable solution to 
the problem of IPv4 depletion.
• Plan their IP addressing needs and apply for the resources from 
AFRINIC.
• Describe the policy development process, its importance and how to 
take part it it.
• Describe the structure of the Whois database and its importance.
• Identify the key objects of the Whois database and their attributes.
• Create and manipulate objects in the Whois database.
• Effect Whois database changes for allocations to customers.
• Test their new IP address allocations

Understanding and Deploying IPv6: 3 Days
=

Course Deliverables

At the end of this workshop, participants will be able to:

• Design an IPv6 address scheme for their organisations.
• Configure IPv6 on Windows/Mac and Linux desktop operating systems.
• Build a routed IPv6 network using both static routing and OSPFv3.
• Configure tunnelling techniques to allow v6-capable sites talk to 
other v6 sites across a v4-only network.
• Brainstorm solutions to issues holding back IPv6 in their 
organisations.

Network engineers and systems administrators who understand how to design and 
build IPv4 networks. Participants must already understand topics like:

• The OSI model and the various protocols that operate at each layer.
• IPv4 addressing and subnetting.
• Intra-domain routing and OSPF.
• Fundamentals of Inter-domain routing with BGP
• Basic network services like DHCP and DNS.
• How to use the command line interfaces of key routing platforms (e.g 
Cisco IOS)

The Call for Presentations for the Africa Internet Summit, AIS’16 is still 
open. We invite all individuals wishing to present during the meeting, which 
will be held from 29 May - 10 June 2016 in Gaborone, Botswana to submit their 
presentation abstract.  

To enrich the discussions and share knowledge with the technical community at 
AIS’16, we are seeking presentations of a wide range of issues, broadly related 
to access and development of the Internet in Africa. We are specifically

Your contribution can be in the form of a presentation during a session, a 
tutorial, or a live technical demonstration. 
Kindly read all information carefully before submitting your proposal. 

Speakers’ Guidelines

• Presentations should be 15 -20 minutes in length, with approximately 10-15 
minutes for Q at the end of each presentation.
• The maximum time allotted per presentation will not exceed 30 minutes.
• We shall send you a URL of our online submission system to upload your final 
presentation slides.
• The presenter(s) will be required to upload their final presentation in PDF 
format, no later than three (3) days prior to the presentation date.
• Presenters are responsible for producing any handouts should they require 
them. There are usually approximately 200 delegates in each session.
• Tutorials can range from 90 minutes to half a day in length.
• Presentations with marketing and/or commercial content are not allowed.

• A detailed abstract or outline describing the presentation

In 2015, with the support of various stakeholders in the community, we were 
able to train (574) engineers and managers during sixteen (16) training 
workshops held in fourteen (14) different countries. These trainings covered 
the  knowledge and skills of Internet Number Resources Management (INRM) and 
IPv6 planning and deployment. 

We are currently searching for partners/Local Hosts to collaborate with us for 
the 2016 Training Workshop series.
