Dear Pierre, all, What a sad and heartbreaking news. My heart goes out to Paul’s family, friends, colleagues, to the Kenya chapter and the Internet community at large. Paul and I spent good time at the ICANN47 in Durban, South Africa in 2013 and have been friends then. He will be sorely missed but will never be forgotten. May his soul rest in perfect peace. +1 Bouba, L'IGF National est avant tout un événement, un forum qui s'inspire de l'IGF mondial. Je pense que les questions d'existence légale, mandant, structure...doivent plutôt s'appliquer à l'organisateur principal du dit forum. Pour le cas du Cameroon, l'organisateur principal est l'Agence Nationale des Technologies de l'Information et la Communication (ANTIC) dont les questions de développement de l'Internet national font partie de sa mission. Le Chapitre Camerounais de l'Internet Society (ISOC Cameroon) et les acteurs du secteur privé font également partie du comité d'organisation et du secrétariat de l'IGF.cm. L'ANTIC est créé par décret et régie par les textes en vigueur. J'espère avoir répondu partiellement ou totalement à tes questions.
