This is confirmed to have happened as noted below. The direct
self-interested gain for Madrid for committing this rules breach was 1
Justice Card. This makes valuation pretty easy - e gained the equivalent
of 2.5 BBGs for breaking the rule.
I impose the maximum CHoJ by levying a fine of 4 blots (2*base). This
results in 4-2.5 a 1.5 blot penalty when taking into account the profits
of the crime, so is actually light (0.5 lighter than the default penalty).
This is a trifle unfortunate as the crime was committed knowingly for
profit, but not unfortunate enough to go for an indictment at this time.
It's noted that a pattern of continued abuse (i.e. if broken again next
month, also taking into account that Madrid escaped justice for the same
crime last month) may swing this strongly towards indictment.
