Advertising should probably stay (at least the part about the

Again, the proposal doesn't eliminate the history, it only moves it
from monthly to weekly. It's not pertinent and it really isn't
changing that much.

Wrong procedure.  This punishes the judge for your own mistake (and delays 
the process, as the result would probably be REMAND which just adds a week).  
The right thing to do is re-call the case immediately with a new CFJ; c.'s 
decision didn't set any kind of precedent on the new facts and was correct, 
so deserves to be affirmed.
