I think this rule was picked before, but there isn't a rule against
duplicates occurring (in fact, I'm mildly surprised that it hadn't
happened already). Any further suggestions?

FWIW, I caught this, and thought it might be the start of a really
interesting mousetrap scam – it'd have been interesting to see where it
went (and indeed who your confederate was). My hopes have been somewhat dashed
to see that it was just a thinko with no ulterior motive behind it.
