Proto-proto:  4 currencies : a return to that system.

 - You get N ergs a week where N is 100 base + 50/office (for
   divisibility).
 - Everyone's ergs are destroyed each quarter (use em or lose em,
   but a lot longer than weekly).

 - Three currencies: Political, Procedural, Judicial.

  - Political fees for list movements and direct vote buying.
  - Procedural fees for Distributability (and perhaps veto)
  - Judicial fees for Rest removal and also costs to Favor a case.

  - Once per month, N of each of three currencies are auctioned
in ergs, where N = (# of players) - (# of that currency existing).

Oh, wait, this doesn't work anyway because Ribbons were repealed.

We really need more non-fixed currencies-- the only other one is props.
