The usual mechanism since the change has been to deputize by publishing a report (becoming the interim officeholder) and use the bit[0] in the rule that says the officeholder CAN initiate an election by announcement. This provides a useful (but maybe over-cautious/unneeded?) filter of "show that you're interested either by getting support or by getting to grips with the office via a report or other duty". -G.
