As the Referee, I am extremely disappointed with our Rulekeepor for this 
flagrant attempt at foul play. Cards may be forthcoming: misbehaviour in the 
office of one of the most essential roles for the continued play of Agora 
deserves sharp censure. I’ll follow up once I’ve dug through the evidence and 
rules

I have a master XML file that I manually edit, that has rules in numerical 
order, including previous versions and repealed rules.  Then I have an index 
file that lists rules in SLR order, so I can quickly change the ordering or 
categories by changing the index - a script then outputs the final versions,  I 
forgot to edit the repealed rules out of the index file.
