The player 天火狐 is the proprietor of 狐票店 (intended pronunciation
/kit͡sɯneçjoːteɴ/). E has the exclusive ability to amend this contract, and
CAN bar or unbar an entity from becoming a party to this contract by
announcement.
The proprietor CAN make amendments to this contract by announcement,
automatically taking effect after 48 hours from the time of the
announcement.
An unbarred entity CAN become a party to this contract via announcement. A
party to this contract CAN cease being a party to this contract by
announcement. All entities are considered unbarred unless they have been
barred.
An unbarred party to this contract CAN invoke this contract by doing all of
the following, in the order they appear:
* The party selects a proposal or Agoran decision (henceforth the "target")
which (a) has been open for voting for at least 48 hours and (b) the
proprietor has yet to make a vote on it;
* The party announces they are invoking this contract, clearly specifying
the target e wishes to invoke this contract upon; failure to do so is
INEFFECTIVE. If the target's voting window becomes or is already closed,
the target is invalid, otherwise it is valid.
When the aforementioned invocation has been made, an unbarred party to this
contract CAN:
* Make a bid on the invoked valid target by announcement and transferring
the bid, which consists of any combination of assets, to this contract.
* Retract a bid on a valid target they have made in whole from this
contract by announcement, whereby the contract will transfer the bid back
to the party who made the bid.
* If the party has made the most valuable bid on a valid target, (defined
as the party who has made the strictly greatest non-zero value bid,
assessed at the most recent market valuation of the Assets in Shinies
available) they CAN, on behalf of the proprietor, change the vote of the
proprietor on the target by announcing they are taking this action and
paying the proprietor one Shiny. Taking this action may be referred to as
"making the fox vote".
When the target is invalid, all of its non-(most valuable) bids are
returned to the party who made them, while the target's most valuable bid
is transferred to the proprietor.
It is the onus of the party who wishes to make the fox vote to demonstrate
that the value of their bid is indeed the most valuable, meeting the
criteria. Shinies paid due to invalid uses of the said action are
non-refundable, and attempts to take the action without such demonstration
may optionally be disciplined with a green card (yellow for repeat
offences).
A party who attempts to invoke a target before the voting window has been
open for at least 48 hours may be issued a green card.
The proprietor may remove from this contract any barred parties, provided
they do not have any outstanding bids on any target whose voting period
closes within the next 7 days. A barred party attempting to invoke or
otherwise interact with this contract in a way that is not protected or
cease being a party to this contract is forbidden.
The proprietor SHALL NOT change eir vote on a valid target that has been
invoked.
The proprietor SHALL NOT mislead Agora by tampering with email metadata in
eir emails.

OFF: [CFJ] Judgement in CFJ 1610.
The statement in CFJ 1610 is "G. owns a Black Ribbon.". I judge that e does not, this CFJ is FALSE A proposal passed named "Plain Old Bribery" (7979) which had the text "Every Player who cast a valid not-withdrawn unconditional ballot FOR this proposal earns a Black Ribbon.". Those players included G. E then awarded emself a black ribbon. Within the Ribbon rule (2438), "earn" does not have the ordinary meaning of "gain" but instead means "qualifies for". When a player qualifies for a ribbon, rule 2438 states that "While a person qualifies for a type of Ribbon, any player can generally award em that type of Ribbon.". What's the problem? Apparently it is rule 2125's (Regulated Actions) most recent amendment. That rule now states (in relevant part) that "A Restricted Action CAN only be performed as described by the Rules, and only using the methods explicitly specified in the Rules for performing the given action.". The context of the rule's adoption was that the rules incorrectly omitted "by announcement" from some by announcement actions, which worried some 6. The argument is that the new text in rule 2125 bans any action that does not have a method specified by the rules. That argument is correct. An action can now be performed only if a method is explicitly specified, such as "by announcement". The plain text of the new text in 2125 leads to the same result as the amendment's intent. This CFJ means that no ribbons have been successfully awarded since the proposal changing the text of rule 2125 (unless self-ratification has made some of those ribbons awarded).
