Saya pikir kedua hal itu saling bersangkutan.
Sebab itu sistem ini tidak bisa diatasi sepotong2.
Tetapi bisa di by pas, contohnya dulu waktu kantor pajak dirumahkan dan
dilakukan oursourcing liwat SGS.
Tindakan ini sangat drastis, bukan saja karena oursourcing monopoli
pajak yang merupakan masalah inti sistem kenegaraan.
Ada informasi waktu itu ada pungli extra untuk membiayai salah satu
badan intel.
Saya kira2 yang ditunggu masyarakat adalah keputusan2 drastis untuk
merampingkan sistem birokrasi kita, sehingga belenggu2 yang menyebabkan
kelumpuhan2 ekonomi putus satu2.

 On one hand, there is an issue of blatant corruption where one get
 something (s)he isn't supposed to get within reasonable local common
 sense. On the other hand, there is an issue of grease-ing where one
 get something faster than average.

 I notice that the fights against corruption seems to focus on blatant
 corruption which is relatively easier to prove. But I believe those
 kind of corruption is less damaging than the intentional slowing down
 of permit processing (to encourage grease money), since the
 accumulation of these small effects is very large.

 This effect can be seen in current situation of Tanjung Priok's custom

 office. After KPK's raid, they create delay in permit processing,
 creating new upward pressure of prices in Jakarta..
