1xy = 100 + 10*x +y = 19y - 8x

100 + 18x = 18y

50 + 9x = 9y -- no integer solution

now let
number be

1yc where x=1

so 100 + 10y + c = 19y - 8

108 + c = 9y -- gives either y9 or c9

and it will not satisfy the conditions except the following

1cy = 100 +10c + y = 19y - 8
