Borders, Background, Font color and Highlighting ar "two step" icons -- click on icon shows another toolbox to clarify action with border type or color. When one of icons shows on toolbar second action has chance and toolbox of second step appears on screen to complete action with border type or color selection. When one of icons shows after toolbar expansion with click on arrow at right side second action HAS NO chance and toolbox of second step DOESN'T APPEAR on screen so user can not complete action with border type or color selection. I.e. icons are available but not functioning when selected from toolbar right side arrow menu. You can see, that i93246 is about totally different problem.
