I use sub documents for certification exams and I depend on the ability for
numbering to increment across sub-documents in the master. i.e. the questions
for each subject in the exam are in separate sub-documents. Some of my exams
are for a basic-level certification, some are for advanced-only and some are for
a combined course. It's really helpful that the numbering doesn't restart
between sub-documents - so please don't fix that.  :-)

I can reproduce this reliably using the following steps:

* Run OpenOffice
* Open a document (that uses a custom template - may be related or not)
* Click File  Template  Organize
* Double click on the My Templates folder item in the Templates pane
* Right-click (open the context menu) on (what should be) the default template
* Click Set as default template
* Click the Close button
* Click File New Text Document
* Try editing the body of any page style

If I follow this procedure, when the new document window opens, the new document
appears to default to the First Page style and I can only edit the footer. If
I select a different page style from the stylist, I can still only edit the
footer.

If I try editing an existing document, I can edit the body as expected. But, no
matter how many new documents I try to open, I can only edit the footer. I
haven't tested this with page styles that contain headers.

Restarting openoffice fixes the problem.

Actually, it looks like a problem with this specific template. Somehow all of
the main paragraph frames are missing a paragraph marker - which makes the frame
un-editable.
